The Connecticut Digital Archive looks like effective partnership opportunity for the Litchfield Historical Society. Did Linda talk to you about the training they received about digital preservation? It sounds like they already have a solid appreciation for the issues at hand by reaching out to the CDA in the first place. I wonder if the CDA has a digital preservation policy statement you could consult for your final product?
