I remember in the Intro to Archives course how daunting the OAIS model seemed, and not much has changed. But I think that all of our projects using the NDSA level’s of digital preservation allows us to begin understanding the individual parts of digital preservation and how to begin implementing bit by bit (ha).
You make a good point about the value of creating policy. Nothing can get done if you walk into someone’s office and lay an ISO standard on their desk and say, “we need to start doing this.” I think you’re right about policy being about goals that serve as the connector between all the levels in an organization.
